Thue Thien Hue Forest Protection Department protecting forests and biodiversity Print E-mail

Thua Thien Hue has over 505,399ha of natural area, comprising 352,679ha of forest land. The forest comprises production, protection and special use forest (Bach Ma National Park, Phong Dien Nature Reserve and Hai Van Nature Reserve).

Thua Thien Hue Forest Protection Department which falls under the responsibility of the Provincial Peoples Committee has responsibility to protect and develop the forests of TTH province. The provincial FPD has 239 staff and comprises 11 sub-departments; it is distributed in the eight districts of Hue and the city itself.

Specific duties include:

Inspect, handle or submit administrative and criminal violations in forest management, protection, development and forest product management to authorized levels in accordance with the law.

Assist Provincial People’s Committee in designing approved plans, policies and proposal; establishing management methods and forest protection and management regulations.

Monitor annual changes of forest resources and forest land use in the province to report to the Provincial People’s Committee and Ministry of Agriculture and Rural Development.

Manage and instruct sub-departments (District Forest Protection Departments, City Forest Protection Department, Mobile Rangers & Forest Fire Team and Phong Dien Nature Reserve Management Board) in forest management, protection and development under the law.

Implement the law communication and education; encourage local people participate in forest management, protection and development.

Inspect and monitor forest owners in establishing and implementing the prevention methods of logging, forest fire and forest pests and diseases.

Coordinate with local departments namely Military, Police, Customs, Tax, Market Control and local communities to carry out patrols to arrest individuals and organizations implementing illegal hunting, logging, trading of forests products.

Assist the Provincial People’s Committee in solving disputes of forest and forest land use under the law.

Thua Thien Hue FPD have contributed to enhance the effectiveness of forest protection and development and to increase the stability of local forest resources. The FPD consults the PPC to implement fire protection activities and recently a provincial forest fire strategy was approved, being the first of its nature in Vietnam. The FPD is implementing natural resources monitoring including that of key wildlife species, forest cover change and dealing with the wildlife trade. The FPD also contributes to the economic and social well being of local communities through protection of forest resources, assisting in land allocation and community forestry initiatives and cooperation with international development organizations; such as WWF, SNV and the MacArthur Foundation. The FPD also recognizes the need to raise the awareness of local communities an regularly conducts educational and awareness raising events.

Current projects implemented by the FPD include “Cooperation with local community to establish management models of Phong Dien Natural Reserve” and “Establishment of ecological village in the buffer zone of Phong Dien Natural Reserve” funded by the McArthur Foundation; the WWF Green Corridor Project - an four-year initiatives implemented by WWF Vietnam and Thua Thien Hue FPD and funded by World bank - GEF, WWF , Thua Thien Hue PPC and SNV. And several initiatives looking at species conservation funded by the USFWS multinational species fund, in particular for gibbons and tiger.

With its achievements, Thua Thien Hue FPD have rewarded by the Government:

- In 2000: Phu Loc Forest Protection Department entitled “Labour Hero” in innovative period by the Government.

- In 2002: FPD was offered emulative flag for excellent mission completion by the Government.

- In 1997, 2000, 2004: FPD was offered emulation flag by the Ministry of Agriculture and Rural Development.

- Hue FPD, Phu Loc FPD and many individuals and groups has been offered flags and merit certificates in forest protection and management by TTHue PPC.

In the coming years, TT Hue FPD will promote the achieved results, implement tasks properly and call for the national and international projects, organizations to invest in conservation and forest development which contributes to socio-economic development and environment protection and security:

§ Strictly protect to maintain biodiversity, protect and prevent impacts on forests and halt illegal extraction, forest fire to special use forest and protection forests;

§ Conduct forest landscape restoration and support local communities to increase income and reduce impacts on forest;

§ Conduct capacity building and raise awareness for rangers and community

§ Establish a monitoring and evaluation of natural resources and forest landscape
